OKLAHOMA CITY -- (BUSINESS WIRE) -- The Memorial Institute for the Prevention of Terrorism (MIPT) has received a grant from the U.S. Department of Homeland Security for $2.2 million dollars. The grant, submitted under the FY 2011 Homeland Security National Training Program, allows MIPT to continue delivery of its InCOP (Information Collection on Patrol) law enforcement courses to the nation’s 800,000 line officers.
“This grant from the Department of Homeland Security through FEMA will bring the InCOP training program to tens of thousands of police officers nationally,” said MIPT’s Director David Cid. “Our training gives line officers skills that enhance our security and safety. In a difficult fiscal environment we suffered no cuts in funding, the strongest endorsement one could hope for.”
The InCOP course highlights the value of information collection and proper reporting by line officers. The training is conducted primarily on site at MIPT overlooking the grounds of the Oklahoma City National Memorial.
MIPT utilizes an innovative Train-the-Trainer model which emphasizes the value of training trainers who in turn go back to their agency to train the entire department.
From July 2010 to September 2011, MIPT trained 68 agencies with its Train-the-Trainer course to include departments such as the:

More than 5,600 line officers have been trained with the InCOP course across the nation from July 2010 thru September 2011.
The program is yielding success. In a MIPT survey of its trainees, the Denver Police Department reported a 25% increase in suspicious activity reports from August 2010 to August 2011.
